Vance said Russia has made the first "significant concessions" to the US on the war in Ukraine.

US Vice President J.D. Vance said he sees "significant concessions" from Russia to the US in the war in Ukraine, in that Moscow no longer appears to be seeking to establish a puppet regime in Kyiv and appears to be willing to agree to provide Ukraine with certain security guarantees.

"I think the Russians have made significant concessions to President Trump for the first time in three and a half years of this conflict. They were genuinely willing to show flexibility on some of their core demands. They talked about what was needed to end the war."

Vance acknowledged that a full agreement had not yet been reached, or the war would be over, but said: "We are engaged in this diplomatic process in good faith; we are trying to negotiate as much as possible with both the Russians and the Ukrainians to find a compromise and stop the killing."

"I didn't say they conceded on everything, but they acknowledged that Ukraine would retain its territorial integrity after the war; they acknowledged that they would not be able to establish a puppet regime in Kyiv—that, of course, was one of the main demands at the beginning—and, importantly, they acknowledged that there would be certain security guarantees."
